The metro is enormous (7+ million people across Harris, Fort Bend, Montgomery, and Brazoria counties), and unlike most cities, Houston has multiple types of acceptance facilities beyond just Post Offices. Tips for Finding Appointments in Houston
Clerk offices first, USPS second. Before checking USPS appointments, call Harris County Clerk to see what they have. Library branches too. You might find an opening 2-3 weeks sooner than USPS.
Sugar Land is genuinely hard at USPS. The Fort Bend County South Asian community has extremely high passport demand, and USPS Sugar Land slots book up very quickly. However, check the Fort Bend County Clerk office in Missouri City — they sometimes have different availability.
Conroe beats The Woodlands. Woodlands residents tend to search The Woodlands Post Office first. Conroe is 20 minutes north and regularly has better USPS availability. Worth adding to your search.
Baytown and Pasadena don't get checked. These are east Houston suburbs that most people overlook. If you don't mind the drive, they often have openings when everything else is booked.
The Galleria/Greenway area is always tight for USPS. High income, lots of international business travel, overloaded Post Offices. If you're in that part of town, either search further out in USPS or try calling Clerk/Library in your area.

Harris County Post Offices in the Galleria and downtown areas typically book 4-6 weeks out. Sugar Land runs 4-8 weeks during busy periods. The outer suburbs (Conroe, Rosenberg, Baytown, Pearland) can be 2-4 weeks. Cancellations happen regularly across the metro, and with this many facilities, there's almost always something opening up somewhere.
The problem is that Houston is geographically large. A cancellation in Baytown at 10am isn't going to benefit someone in Katy unless they're watching both. Most people only monitor the offices nearest to them.
